1.How much will my sewer bill be?
Currently, residential customers pay a flat rate of $29.89 per month and commercial customers pay $33.88 per month for the first 2,000 gallons and $6.23 per thousand beyond the first 2,000 gallons. However, the District evaluates sewer rates on an annual basis to account for changes in their revenues and expenses.
2. Do I have to hook up to the sewer?
The District requires all structures that are designed to be served by the project to connect. In 2001, Missouri Senate Bill No. 256 was passed, allowing sewer districts organized under chapter 204, RSMo to require the owners of all houses, buildings or other facilities within the district to connect to the sewer system of the district when such sewer system is available. Chapter IV, Article II, Section 4 of the District's code book requires connection.
3. Is the District going to connect me to the sewer?
The District will offer to construct a lateral to within five feet of the existing septic tank or 300 feet into the property (whichever is shorter) for each structure in the Project that is in existence as of the date that the engineering plans are submitted to the Missouri Department of Natural Resources for a construction permit. It is the responsibility of the property owner to decommission their existing septic system and connect to the lateral line constructed by the District.
4. How long do I have to connect to the sewer?
All connections to the sewer must be made within 90 days after the District notifies the public that the Project is complete and ready for connection. This notification will be after the construction of the project is complete and the public sewer system is ready to receive sewage.
5. When will construction start?
The construction of the project will be bid once the design is complete, a Missouri Department of Natural Resources Permit is obtained, and necessary easements and property have been aquired. At this time, it is expected that the project will be bid in late 2010 or in 2011. The biggest variable in determining this time is the the easement and property aquisition phase of the project. Construction is expected to commence within 60 to 90 days after bidding.
6. When will the construction be complete?
The project is anticipated to take one year to complete after construction is commenced.
7. Is there a permit or a deposit required to hook to the sewer?
Yes. You must obtain a permit and set up a billing account with the District. Permitting procedures and connection procedures are given on the District's website. You must also complete a Billing Account Application and pay the associated security deposit.
8. Do I have to pay a capacity fee when I connect?
The District will waive capacity fees for each structure in the Project that is in existence as of the date that the engineering plans are submitted to the Missouri Department of Natural Resources for a construction permit providing that the structure is connected to the sewer in accordance with the procedures and time frames established by the District. Structures that do not meet the requirements for this waiver must pay a capacity fee to the District.
9. Will I be required to annex into the City of Forsyth?
No. Connecting into the Powersite North Sanitary Sewer Improvement Project will not require you to annex into the City of Forsyth. Any rights or powers that the City of Forsyth has regarding annexation are not associated with this project.
10. Will a new potable water system be installed with the project?
No. The Powersite North Sanitary Sewer Improvements Project will be funded all or in part by the Taney County 1/2 cent sewer sales tax. The money collected by this tax is restricted to be used for wastewater only. Therefore, the construction of a new potable water system will not be included in this project.
